Conversion of Modular Containers: Permits, Requirements, and Realities (Informational Article)

We are providing this informational article on current topics for your reference, but our main business is the sale and rental of containers.

Modular containers are often appealing because of their versatility and the ability to adapt them for various purposes. However, whether you’re building a new modular structure or renovating an existing one, there are certain permits and requirements in Lithuania that anyone planning a renovation must be aware of. In this article, we will discuss which permits and requirements apply when remodeling modular containers.

IMPORTANT: If a modular building requires a permit for its renovation, it is classified as a more complex structure. We do not provide such renovation services.

When is a permit required for the conversion of modular containers?

The need for permits for the conversion of modular containers depends on the scope and nature of the conversion, as well as on the status and intended use of the existing structure.

A building permit may be required if the conversion work involves:

  • Major renovations involving changes to load-bearing structures, the appearance of the facade, the roof covering, or utility systems;
  • A change in use, for example, if a storage container is converted into a residential or commercial space. In such cases, the building’s functional and technical parameters often change, for which a permit is required;
  • The installation of new elements that increase the building’s area or volume;
  • Conversion of a container in protected areas, cultural heritage sites, or their buffer zones.

When carrying out simple repairs involving only cosmetic changes, interior finishing, or minor upgrades to engineering systems, a building permit is generally not required.

A building permit may not be required only if the modular container has no foundation, is not adapted for habitation or the permanent presence of people, and can be moved to another location without changing its current intended use (for example, for storage or transportation).

Key Conversion Requirements

To successfully and legally convert modular containers in Lithuania, it is necessary not only to consider design and functionality solutions but also to carefully analyze the applicable building codes. When converting modular containers, the following key requirements must be taken into account:

  • Before beginning conversion work, it is necessary to ensure that the existing modular structure was built legally and has the required documentation (if such documentation was required for its construction);
  • The converted modular structure must comply with the designated use of the land lot on which it stands. Changing the designated use can be complicated and may require a separate permit as well as amendments to land-use planning documents;
  • When converting shipping containers, it is essential to ensure the safety of the structure, including structural stability, fire safety (especially when changing the use to residential or commercial), hygiene standards (if residential or food service spaces are planned), and occupational safety requirements during construction;
  • If, during the conversion, building envelopes (walls, roof, floors) or the building’s use is changed to one that is more energy-intensive (e.g., residential), energy efficiency requirements may apply;
  • If, during the conversion of a modular container, new utility systems are to be installed or existing ones modified (electricity, water supply, sewage, heating), it is necessary to obtain permits from the owners of the relevant systems and ensure their compliance with applicable standards.

Realities and Practical Considerations

In practice, converting modular containers can be more complex than constructing a new building, as it is necessary to assess the condition of the existing structure, identify any potential hidden defects, and adapt new solutions to the existing framework. Custom engineering solutions and non-standard design approaches are often required. This is particularly relevant when a container is converted into a building intended for living, working, or social purposes.

What should you do before starting the conversion of a modular container?

Before undertaking any conversion work on modular containers, it is recommended that you contact the architecture or construction department of your local municipality to determine what permits are required for your specific conversion project. To ensure a smooth process, we also recommend consulting with architects or construction engineers who have experience with the conversion of modular structures. They will help you assess the existing container, prepare the necessary documentation, and plan the work.

It is also essential to conduct a technical inspection of the existing container to ensure that the modular container is suitable for renovation and to prepare a detailed renovation plan that outlines all planned changes, the materials to be used, and the engineering solutions.
